When navigating to the form to select the send to contacts, the system
defaults to the global address book. Is it possible to default to a different
address listing? I am referring to the combo box labeled "Show Names from the"

That give me the option of displaying first name or last name order. What I
am looking for is the drop down to default to the local address book and not
the global

Sure. Open the address book (Ctrl+Shift+B) and choose tools, options.

Did you go to the Address Book's tools, options? Contact and address book
settings are on three different dialogs - Within the main outlook window you
have Tools, accounts, address book or Tools, Options, Contacts - and within
the *actual address book window*, tools, options. You need the Address
book's tools, options.

See

this screenshot is from outlook 2007 but it’s the same for all versions.

Still unclear. If you're referring to the Address Book View, just go to
Tools > Options. It'll be right in front of you.
