How do I build a distribution list based on categories

I want to be able to send emails to specific categories, but I can't see how
to put the members of a specific category into a distribution list.

Why would you need to?
Just use the By Category view, select the category header > Actions > New
Message to Contact.

Good idea, but that only works if they're "TO" addressees how would I got
about doing this to "BCC"

You can't. You'd have to cut and paste from the To: field.

There is an awkward way to create a DL if you wish:
Change the Contacts Folder View to by Category. Right click and drag the
Category required to a newly created Contacts subfolder then choose Copy.
Make sure the new subfolder has been enabled as an email address book by
right clicking on it and choosing Properties > Outlook Address Book Tab >
and check the box to enable as email address book. Create your new
Distribution List and make sure the Show Names drop down field points to
this new subfolder then shift select all the contacts.
