How do I add Layers

I cannot seem to add any layers to my website because the button is
constantly grayed out, and the option from the insert tab is also grayed out.
What do I do now?

Check you configuration settings and make sure you do not have them set for
all browsers, which will restrict DHTML options. You can get there by
clicking the lower right corner and going to the Authoring tab. Look at the
bottom section and see what browsers are enabled as well as what checkboxes
are enabled. Schema version is most important, as it will restrict.

Also, in addition to Cowboy's remarks, allow CSS 1.0 and CSS 2
Tools->Page Options - Authoring tab, or Tools->Page Options - Compatibility
tag, depending on version of FrontPage.
