How do I add a scrolling Marquee in an outgoing email?

I would like to add a scrolling Marquee in the signatures section of MS
Outlook for outgoing emails. Both Outlook and Word (the default editor) are
Ver. 2002 SP3.

Apparently XP SP2 has changed the ability to add html items into Word.
Curious to know if there are any work arounds to accomplish the main
objective.

I have posted this question previously in the Outlook section and have been
skunked regarding replies.
