How Can One Use Colors to Organize Inbox in 2003

In the "Ways to Organize Inbox" in Outlook 2000 you could color messages sent
only to you (your address alone in the To: field) or color messages
differently for certain sender(s). I've tried, but have not been able to set
a rule to have the same effect in 2003. Would it involve programming?
