How can i turn off auto arrange icons?

Wondered if he meant programmatically ? (which is likely anyway a choice

I agree - IMO settings like that are in the user's "personal space,"
and messing with them will only make the user upset. After all, what
would you do if opening Notepad rearranged your icons or changed your
wallpaper?

I create an application to test userw capabilities about using Windows XP.
Thats why I want this option.
I Know how to count desktop icons, or to sort them but ican't auto arrange
them. Is there an API or something else?
