How can I solve "Could not initialize CLR" messages Outlook 2003?

On starting up Outlook 2003 I keep getting the message "Could not initialize
CLR - file or assembly name Microsoft.Interopp.Mapi.Impl, or one of its
dependencies, was not found".

How can I fix this?

Do you have the .NET Framework installed on your machine? Those messages
seem to point to needing it.

I have .Net 1.1 Installed

In fact I have now uninstalled it and then re-installed it. Same problem
persists.

Help!

Do you have any addins to Outlook that use the .NET Framework? One of them
might need a repair.
