Linux with Samba might be an alternative.

You would need a server OS. And with 20 people, a workgroup isn't very
'workable', if you ask me - time for a domain. Workgroups do not scale well.
With a domain, you control all user accounts/security from a central place,
and should have everyone log into the domain - and store all files on the
server.

Windows ME is limited to 10, and the 2000 machine could probably handle 10
better. Linux is unlimited, but not for the faint of heart, to say the
least

I'd go with 2000 Server as well

Actually, I think Windows ME might have been limited to 5 connections...

Have you looked at Microsoft Small Business Server 2003?

As the others have said, with twenty users you really should be looking at a
domain.

Your only choices I believe are to upgrade to MS SB server or dowgrade to
Windows 98.
