How can I make Outlook2007 retain my Customized command bar?

Outlook in Office 2007 will not retain my Customized Command Bar settings as
in earlier versions of Outlook. During the session in which the command bar
is customized, changes are retained and fully functional. But when Outlook
is closed & later reopened, the changes have vanished and the command bar
reverts to the original defaults. This has occurred ever since I migrated up
from Office 2003 to Office 2007.
Any suggestions for fixing this?

Disable all add-ins (Tools, Trust-Center, Add-ins) and check if you have
any external program (e.g. ActiveSync) that might keep Outlook open.
My guess is that Outlook doesn't close properly prob. because of an
add-in and hence it never gets to save your customizations.

Thank you Patrick - I suspect you are correct because Active Synch does run
automatically most of the time to keep Outlook concurrent from my desktop to
laptop & handheld. Must I quit using Active Synch altogether (totally
disable & remove)? Or can I just exit Active Sync before I exit Outlook?
[I have not yet had time to experiment with variations].
Also, what other Add-ins might you suggest as possible trouble-makers?
