how can i lock columns but allow for new rows to be added?

i have come across this problem when creating a spreadsheet for salespeople
to input their figures. some have more/fewer projects than others - short of
leaving a load of empty rows, how can i allow users to add rows that run
across locked columns?

What version of Excel are you using? 2007, 2003, or?

Protect the worksheet (tools|Protect sheet)
and choose all the options you want to allow the users to do.
