How can I launch MS Excel in a webpage

I want to launch/execute Excel from a webpage.
I do not want to view the document within IE, I want
the Excel application executed.

If you have a link to an xls file on the site, then it will open in Excel if
the user has it. It won't dislay the excel doc in IE, it will display it in
the default application it was created in - in this case MS Excel.

If may first ask "Save or Open" so you say "open" and Windows will launch
Excel and open the file.
