How can I highlight text in an Outlook message I have received?

I would like to highlight - or otherwise mark or annotate- text in messages I
receive in Outlook. Is there a way to do that or does anyone offer an add-on
that includes that ability?

And what is that? "Mark" can mean many things. It depends on context.
For example, there is "mark" as read. Outlook can also show flags on a
message if that is how you want to mark it. You can categorize a
message to mark it. Be specific what you want.

Make a choice. Do you want to somehow "mark" a message? Or do you want
to annotate it (i.e., edit it)? To edit a message, open it is its own
windows (double-click on it) and use the Edit -> Edit Message menu.
Is there a way to do that or does anyone offer an add-on
that includes that ability?

Hard to know because you want ask for multiple wants of drawing focus to
a message: highlight, mark, annotate.

obviously you can use edit, edit message and mark them up as you please...
but there is one add-in that allows you to attach notes to messages.

you can also assign a flag and type anything you want in the flag for follow
up field - up to 255 characters.
