our company have a new policy to restrict users access to outlook 2000/2003
notes and drafts. We are using Exchange 2003 server SP2. Anybody knows how
can I do this?

Outlook provides no way to do that. Your company may need to rethink its policy.

What a STUPID policy. What idiot thought than one up? If a user
composes a new e-mail, well, gee golly whiz, guess what it is before it
is sent? A DRAFT! So how would a user that is composing an e-mail but
get interrupted manage to get back to that e-mail to finish composing it
to send it if you block access to the Drafts folder? Yeah, right, like
no employee ever gets interrupted.

Why is your company afraid of its users saving notes in Outlook? Rather
than waste the manpower and its cost to enforce a stupid policy, having
the expend that money on getting a larger hard drive for the Exchange
server if they are so desparately running out of disk space due to their
ignorance in planning or maintaining that server.

It looks like this "company" that is using Exchange really doesn't have
any expertise in managing that server or understanding the e-mail
client.
