How can I create a account without domain

Hi,everyone:
I have tried to create a new account in Win XP,it is easy for everyone
,however ,when I want to create an account in Win2000,it is hard for me ,My
operating system is Win2000 Server,I asked my teacher,the result is create a
domain first,and then create an account.I tried it and success,but the
process of creating is very complecated.
My question is :How can I create an account without domain?after all ,it
is not easy for every body.

You can create accounts in Control Panel|Users and Passwords. If this isn't
the question then tell us more.

I could not find Users/Passwords in Control Panel,because my operating
system is Win2000 Server nor WinXP.

Start / Run / control Userpasswords / OK

Thanks Dave Patrick,I do what you said,and resolved the probelm
successfully.But how can I limited the new account which I created,such as
how much room it could use in each partition,what it can do or cannot do.

* Possibly by redirecting "My Documents" and the like.

what it can do or cannot do.
* By setting the account privileges
