This is a hardware issue, and you should address it with the manufacturer or
vendor of your notebook/laptop computer. It is relatively common if you have
replaced the Operating System provided with your notebook computer but not
had the drivers to install... the touch pad may get set on it's most
sensitive setting and be a real pain.
If that's the case, obtain from the vendor or manufacturer the device
drivers that work with the new OS, or revert to the original OS which has
the drivers (usually there is a factory recovery CD supplied with new
laptops, but sometimes you had to make a startup diskette to enable
recovering).
In any case, as Joseph Meehan told you, this isn't the venue to find an
answer to your problem. It just happened that I had experienced something
similar... and in my case, after the need was past to run a server OS on the
notebook, I happily used the recovery CD and no longer had the problem. (As
an aside, my current notebook, a Compaq vintage 2005, has an on-off button
so you can completely turn off the touch pad when using a mouse.)
