how can I assign local directory permissions on non-domain xp system?

hi, I am trying to run an application that requires me to allow the ASPNET
local user to have full access to a specific directory. I am running XP
with all of the latest updates and am NOT in a domain. I do not see the
ASPNET user in the User Accounts option in the control panel. Is there a
command line tool I can use or some admin snap-in I can install that will
allow me to assign specific permissions to the ASPNET user? Even if I have
to give it full admin, that is fine.

I think that would work, but the account was already created as a part of as
a part of the asp.net installation. So if I try to create it again throgh
user accounts, it says that the account has already been created.
