how block a port only from one user..?

Hi, my question is: How can block a port for example 80 only on the one IP.
In my network IP's are dynamic. Windows 2000 Server. And no DNS. I would
like to block a oprt but not to all workstations. I tried IPSec
(ipsecpol.exe) and policy but there I blocked all users. Is this possible in
Win2000Serv? or have to install some extra software for this blocking
operation.. if yes, what you suggest? best -free!

Give this computer a DHCP reservation for that IP, and set up the rules in
your firewall as you wish for that IP.
