hover on titlebar brings window to top?

Some how, I don't know how, I have my machine in a mode were whenever I
move the mouse across the title bar of a window, that window instantly
pops to the front (covering other windows) and receives the focus. I
don't want it to do that. I want the focus to stay where it is until I
click in a window, then I want it to come to the front and receive the
focus.

tweakui doesn't fix this.

Take a look at Folder Options> General> Click items as follows. If single
click is being used, try the double click option. If no help, go back into
TweakUI and double check the "X-Mouse" section and disable any active
settings.

Double click is being used. But this has nothing to do with clicking --
merely hovering over the titlebar causes the window (any window) to
activiate _and_ to come to the top.

In TweakUI, the "X-Mouse" "Activation follow mouse" check box is clear.
But what is happening to me is not just activation, but also movement to
top. If I _do_ set "Activation follows mouse", it works as you would
expect -- after the hover time specified, the window becomes active,
but it does not _rise to the top_. Curiously, the hover time for my
issue is zero -- the window activates and comes to the top immediately.
This is uneffected by the hover time settings in TweakUI.

I have nothing selected in Tweak UI's XMouse section and am using double
click settings in Folder Options. I'm not seeing the same issues that you
are.

Remaining explanations that I can think of would be a stuck mouse button -
try a different mouse.

Or another bit of software controlling the mouse or other input device
connected to the system. "Another bit of software" would be any settings or
control panel applets above and beyond the basic settings that Windows
provided. Logitech's MouseWare (and I forget the name of their new one) or
a control panel icon for a touchpad.

I have a graphics tablet attached to my desktop. If the pen is too close to
its surface, I get crosstalk interfering with the mouse input. To resolve,
I keep the pen in its stand, far away from the tablet when not in use.

That's all I can think of at the moment.

"another bit of software" did the trick. I had something called "Mouse
Suite" installed (or partially installed). I don't even know what it
is, but removing it fixed the problem. Thankyou for your suggestion.

Great! Thanks for letting us know that this is now fixed and how you
accomplished that. It may help someone else stuck in the same place.
