"Hover" message for a desktop icon.

Is it possible to have a "hover" message appear when the mouse is placed over
an icon on the desktop? A friend needs to customize several computers to
display some instructive text when users point to an icon on the desktop.

If the icon is a shortcut you can right click it and go to Properties.
Enter something in the comment line and that will display as a "hover"

I think InfoTag Magic fits the bill. Been using it for a long
time now and it's almost a must-have for me.
