HOMEPATH Environment Variable Not Set As Usual

Hi, I'm having a problem with the HOMEPATH environment variable.
Windows XP Professional is setting it to \, not \Documents and Settings
\(user name). I know. Most people, from what I've seen after hours of
Googling, would prefer this, but I need it to behave normally. This
happens with domain and local users. When I look at the local user in
the computer management mmc, there is nothing in profile path or home
path. I can log into other PCs with the domain account and HOMEPATH is
set to \Documents and Settings\(user name). Thanks.

So, can't you set it to whatever you want?

So, can't you set it to whatever you want?

You can, but Windows will set it as it sees fit again the next time
you log on or restart.

I can see ways to get around this, but the point is I want to restore
Window's normal behavior on this PC. I use it for testing and proof of
concept stuff. I would also prefer not to rebuild it.
