Home Page problem

I am unable to change my home page - it is, right now on
msn.com. I wish to change it to msn.ca for instance, but
when I click Internet Options, it says that the computer
operation is restricted and to please see the System
Administrator (me).
The home page change top section on the internet
connection is GRAYED OUT!
Anyone have nay suggestions?

Did you by chance run SpyBot's Immunize feature?
