Hold down mouse and move image around in browser

I know what I want to do but can't figure out how to say it in such a
way that I get hits on Google Groups.

Basically, I want to be able to hold down my mouse button over an image
on a web-page and then "move" the image around so different parts are
visible. Similar to the functionality you typically see with web-based
maps. Only a cropped image shows on screen but you can drag the mouse
to see images outside of the crop marks.

I use FP2002 but know relatively little beyond the basics.

Is this a FP function, an IE capability or something else?
