high cpu time on services.exe

Hi

I have a very busy win2k SQL server and noticed that services.exe takes the
most CPU time out of all other processes including SQLSERVR.EXE. Is there a
reason for this?

Environment:
Windows 2000 sp4
SQL server 2000 sp3 plus patches
8GB physical memory
4CPU Xeon MP (Hyperthreading off)
using /PAE and 3GB switch in boot.ini

I found some old fixes for CPU being nailed at 100% but thats not my case.
The server is extremely busy but not nailed at 100%.

After 8 days of operation the top 3 CPU time is as follows

System Idle process 511:32:33

Services.exe 71:56:01

SQLSERVR.exe 65:11:37

Why would services use more than SQL?

Insight as to why and if this represents a problem will be appreciated.
