Hiding or removing History in IE

Is there a way of disabling the functionality of the
History within IE by either disabling it completely or
removing/hiding the History menu and the shortcut keys
Ctrl+H?

The machines I'm working on are for public use and has
third party time management software installed. Because
of the way the software is written, when the computer
boots it uses the AutoAdminLogon value in the registry so
the same NT user account always logs in. When the users
given amount of time has expired, the software kicks the
user off and then blocks them from the desktop WITHOUT
actually logging the NT user account off. When the next
user enters a valid account number and PIN via the custom
logon interface, the user is presented with same desktop
as any other previous user. (Using mandatory profiles)

I've managed to lock everything else down the way I want
to but can not figure out a way to prevent the URL history
from being displayed of every previously logged on user.
In order to maintain functionality I do need to be able to
let users download and save stuff to the floppy drive.

The steps I've taken so far:

1. Running a scheduled batch file to delete the History
directory but the Index.dat file that resides within, is
used by a system process...Access denied.

2. Set permissions on the \TypedURLs subkey within HKCU.
That works but only prevents addresses that were typed
into the address bar from displaying in the address bar
drop down list...when the next instance of IE is opened.
The History still shows the URL though.

3. Set permissions on the subkeys of
HKCU\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\5.0\Cache\Extensible Cache and/or History. This
does work but breaks the ability for users to download any
programs, like a *.exe and save it.

4. TweakUI. Only works if the NT user logs off and then
back in.

All of the machines are running 2K Pro SP4 with IE6 and
all current hotfixes.

My apologies for the long post but I'm hoping with the
vast amounts of knowledge out there, someone has a work
around.
