Hiding Computer Name with Group Policies

Each computer name in the organization is the asset tag
on that computer. Unfortunately some of my users like to
change this. In early versions of Windows I was able to
hide the identification page of the network property.
How can I use a Group Policy to hide or disable the
buttons on the Computer Name page tab of the machine
property page?

Do the users really need local admin rights for some reason? Non admins
can't change the computer name....

At the moment they do need local admin rights for
security patch and virus def updates. We do not run a
domain or AD yet. Primarily a NetWare shop and am
beginning to push ZfD3.2 and 4.0.1 App Launcher out
throughout the organization.

Many AV enterprise versions can update their dat files
without the user being an admin.
If you have an IIS server you can configure Sus to distribute
MS patches and require their installation without the users
being admins.
You can disable the Properties menu of My Computer with
an administrative template policy under User policies, in the
Desktop section. There are other ways to change the machine
name.
