This is the error message i receive evertime I try to send an email. Please
help!

Subject '', Account: 'mail.bellsouth.net', Server: 'mail.bellsouth.net',
Protocol: SMTP, Port: 25, Secure(SSL): No, Error Number: 0x800CCC19

That type of problem is usually caused by interference from a non-
compatible antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus must be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:

Check with your isp...
they could have changed the port.

I had a similar problem and had to change the port #'s

I haven't seen much sign that bellsouth.net allows any other port
number. However, they do have an unusual requirement on the
types of message coding allowed, although I've forgotten if that
was for email uploads or newsgroups uploads. The details are
somewhat hard to find, though. See if any of these help you find it
(probably reachable only if you are using AT&T as your internet
provider, though; possibly only the bellsouth.net part):

Also, I've forgotten whether they even allow empty subject lines.

send email through their webmail interface:
