Problem 1:
When I open up the security center, there is an error message 'The security
center is currently unavailable because the security center service has not
started or was stopped. Please close this window and restart the computer (or
start the security center service) and then open the security center again.'
Checking under the services.msc, there is no such 'security center' service
present in the list.
Is there any way to reinstall the service?

Problem 2:
When I go to the Windows Update website, there isn't a "accept the Windows
Update ActiveX control" prompt. An error number: 0x8DDD0004 occurred.
Consulting the resolutions provided by microsoft.
1. Accept the Windows Update ActiveX control when Internet Explorer asks if
you want to download it.
Internet Explorer did not even ask to download ActiveX control.
2. Log on as an administrator for this computer.
I am using the administrator account.
3. Check WUWebControl Class in Internet Explorer (IE)
Open Internet Explorer (IE). Go to Tools -> Manage Add-ons
Select Add-ons that have been used by Internet Explorer (IE)
Check WUWebControl Class in the list. If it is disabled, please enable it
and click OK.
I can't find WUWebControl Class in both the "add-ons that have been used by
IE" and "add-ons currently loaded in IE".
Any solutions?

As to the ActiveX issue, open Internet Options in the Control Panel.
Click the Privacy tab.
Under Pop-up Blocker, click on the Settings button.
Put a check next to " Show Information Bar when a pop-up is blocked "
Click OK. Click Apply, OK.
Then revisit Windows Update and when the yellow bar appears, click on
it. Then allow the ActiveX installation.

FYI for anyone else that runs into this issue in the future.

I ran into this problem as well. The registry file provided on that
website re-adds the missing "Security Center" service. I was able to
start running the service, however, I was not able to right-click and
see its properties. Also, when I went to Control Panel > Security
Center, the same message still showed up.

I suggest you use the registry key provided on this website:

Search for "Security Center." This one worked for me. Of course,
remember to reboot.
