Help With Desktop Taskbar

Everytime my friends computer started up winsock2.2.exe
failed to load. So I deleted all reg keys point towards
it? (thats what a site said to do). I restarted the
computer and it stopped doing it, but now all the desktop
icons are missing and the task bar is no where to be found.
The only way I can access anything it by Ctrl+ALT+DEL
I set a system restore before deleting the registry, but
when I tried to restore there was no point?
How do I get my taskbar back and all my icons back?
