Help! - Start bar and desktop icons have disapeared after running MS Antispyware

I did a spyware scan and removal. After reboot no icons
or start bar just wall paper. I can get to Windows Task
Manager. I can see the c:\windows\explorer.exe file but
when I try to run it it says windows cannot find it. I
tried sfc /scannow and then a repair install with no luck.

Please help.

Additional information I should have given.

Windows XPH on a Dell Dimension 4500.

I have found by copying and renaming explorer.exe and
iexplorer.exe I can launch both. What is the command or
executable for the start bar?
