Help Specifying Data Labels in a XY Scatter Chart

I want to define the data labels in an XY scatter chart as
a group of cells within the spreadsheet. The only thing I
have been able to do is manually change the data labels
one at a time. In other chart types this seems possible,
but not in the scatter plot.
