HELP - OUTLOOK NOT RECEIVING EMAIL

1) Outlook won't receive email on any of four accounts.
2) It will send.
3) Test message can be picked up directly from "webmail" which means that
the IP is working.
4) Norton Internet Security and Antivirus temporarily disabled.
5) Receiving error is 0x800ccc0f - connection to server interrupted.
6) TEST ACCOUNT will not log onto incoming mail server.

Thoughts please.

It looks like the problem may be SPAMPAL, not NORTON. I'm contacting them.
