Help! Outlook Express won't load.

Dear all:

A couple of days ago Outlook Express on my WIN2000 Workstation (SP4) all of
a sudden quit functioning. When invoked I get a message that reads "Cannot
load MSOE.DLL". The said DLL is there alright. I virus scan showed no
problems.I uninstalled and subsequently re-installed OE - to no avail. I did
a WIN2000 repair installation, reinstalling all service packs - same old
story.
What's happening here?
Please advise.

If those groups aren't carried on the news server that's carrying this group
try using msnews.microsoft.com (MS's public news server that's the source
for all the microsoft.public newsgroups). The links under the newsgroup
references are for use with MS's web newsreader (not exactly the best way to
post but it works for some people)
