HELP needed with Partioning in XP

I installed a external USB 250gig harddrive and it had a operation
system on it.
I went into Admin Tools and deleted the partion on that drive.
Now the harddrive is not visible.
How do I use XP to recognize it so I can repartion this USB harddrive
and format it?

Click Start / Run / diskmgmt.msc, then repartition the disk.

If you have a Linux box handy, just partition it to FAT32. If you have no
idea what Linux is or what FAT32 is, just read my instructions. Otherwise,
use Linux.

1. Go to Computer Management in Administrative Tools.
2. Go to the Storage section.
3. Go to Disk Management.
4. Next to the disk you want to partition, right click the black space that
says Un-partitioned Space
5. Click New Partition.
6. Follow the wizard to partition the drive to the NTFS file system (you
could partition it to FAT32, but darn Microsoft doesn't let you for disks
over 32 GB)
