Help! -- My "Help and Support" functionailty on Vista is broken

When I go to click on "Help" in Vista, I get this error:

"Internet Explorer cannot download / from help.

Interntet Explorer was not able to opent this Internet site. The requested
site is either unavailable or cannot be found. Please try again later."

I've also gotten: "Internet Explorer cannot download / from oem"


What can I do to fix this?

Actually, I think it is an error related to Dreamweaver. I googled the issue
and it seems that it might be the cultprit to this mess.
