Help! Invoice Calculation/Formula

I'm having trouble figuring out a calculation/formula for an
invoice report in Access 2000.

Can anyone help

What function or calculation would I need for this

"effective date with current year to effective date the
next year minus a day
effective date is 2/4/9
I need the current invoice to read: 2/4/2003 to 2/3/200
