HELP Internet Connection Sharing NOT THERE!

I have a dell desktop computer running Windows XP Pro SP2. I have a dialup
internet connection that I would like to share using Internet Connection
Sharing. However, when I try to set that up using the Network Setup Wizard,
I get an error (no number, just says it got an error so try it again or do
it manually).

When I try to do it manually, I open the network connection properties
dialog and click on the "Advanced" tab. PROBLEM: on my Toshiba laptop (and 3
of 4 XP Pro computers at work) there is a box there called Internet
Connection Sharing; on the DELL at home, the BOX IS NOT THERE????!!!

Anyone have any idea why it might not be there? Or, more importantly, how to
get it to show up?

In the Network Connections folder, make sure that the local area
network connection is enabled and connected and that it isn't pat of a
network bridge.

Hmmm. When I tried to use the wizard to create the ICS, it errored out when
the LAN connection was enabled. It said I needed the Internet connection
enabled and connected and the LAN connection disabled and disconnected.

I didn't think this next part was significant, but may be: I have a wireless
router on the LAN (D-Link DI-624) whose address is 192.168.0.1. All my
"local" network computers DHCP from there. The computer with the dialup
connection usually ends up with a 192.168.0.100 address.... I may be able to
change the D-Link router to specifically set it's IP address or to DHCP from
the computer that is connected to the Internet.... I'll give that a try
tomorrow.

Hmmm, the wireless router would pose a problem. ICS uses the IP address
192.168.0.1 - same as the router. Change the IP address of the router to
something like 192.168.0.150 i.e. out of the range likely to be allocated by
the ICS DHCP

Next, you can't have two DHCP servers on a network. ICS will provide the
DHCP function and internet connection so disable it on the router.

Hmm, that doesn't sound right to me. The Wizard will ask if you want
to ignore disconnected network hardware, but it doesn't tell you to
disable or disconnect anything.

ICS is only available when there are at least two enabled network
connections: one for the Internet, and at least one for the LAN.

Try setting up ICS without using the Wizard. Right-click the Internet
connection, click Advanced, and put a check mark in the box "Allow
other network users to connect through this computer's Internet
connection".

Yes, change the router's IP address to a different subnet, such as
192.168.1.x. ICS uses 192.168.0.1.

That's my problem: the "Allow other network users to connect through this
computer's Internet" and the sub-box that it's in does not appear on any
connection on that machine!
Yes, change the router's IP address to a different subnet, such as
192.168.1.x. ICS uses 192.168.0.1.

I can shut off the DHCP server on the router and fix it's IP address..
