Help, I can't get Task Scheduler to start

In trying to schedule a task I found out that task scheduler was stopped. I
went to services.msc but it wont restart "error 1721 - not enough resources
etc." I've tried Kelly's tips - no go. I tried
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

The only trouble the system item is not there.
So what now?

P.S. I went to Microsoft's HOW TO pages and follwed instructions...no go -
this is what's in the log

A failure occurred during service initialization.
The specific error is:
0x800706b9: Not enough resources are available to complete this operation.
Close some applications and try again. It may help to restart Windows.

O also lost my system restore points....? This is what the logfile showed

Crisis over....I ran winsockxpfix.exe and it's back. A recently purged
trojan must have been nibbling at my innards.
