Help! Games crash on startup!

Hi, I'm having a problem with my games that use newer
version of DirectX, such as Splinter Cell, Unreal
Tournament 2K3, and Halo. They crash on startup! The
loading screen comes up and then my computer freezes.
This is not so for older programs, however, such as
Unreal Tournament (original), Jedi Knight and Starcraft.I
have tried updating all my drivers, that didn't help. I
even tried doing a system restore to a point before when
the games stopped working, this didn't help either (the
games worked the first time, but then quit working
afterwords). Could it be a DirectX problem? Is there a
way to fix this? I'm running Windows XP HE on an HP 734n
with an Athlon XP 2400+ processor. Any help at all would
be appreciated. Thanks!

What version of Directx do you have the latest is DX 9b.

Don't say your video card as well.

Event Viewer is an administrative tool that will report problems with your
machine.

To access it, hit Start --- Run --- type "eventvwr.msc" without the quotes.

Look for any yellow warning signs or red crosses.
