Help! Cant get to log on screen

Can't get to log on screen. When starting up, hangs
at "windows is starting". Wont start in safe mode, won't
start at safe mode with command prompt. Have Original
Windows CD and cant access it to repair whatever I deleted
the other day. Can you please help me.

What do you mean by "Have Original Windows CD and cant access it"?
Do you get error messages? Can you boot the computer to the recovery
console? Did you manually delete some files or when you say 'whatever you
deleted' are you referring to having uninstalled a software package from the
computer?
If you can boot to the recovery console, are you prompted for an
administrator password or does it just boot to the C:\ prompt?
