HELP! Cant create user with blank password

Scenario:
Win2003 Server, Active Directory with DNS. Newly installed (3 hrs ago).

Settings made:
Domain Controller Security Policy / Security Settings / Account Policy /
Password Policy -> All keys set to "Not Defined"

Domain Security Policy / Security Settings / Account Policy / Password
Policy -> All keys set to "Not Defined"

Computer rebooted after saving these settings.

Problem:
When I, through Active Directory Users And Computers, add a user which shall
have a blank password I get the response:

"Windows cannot create the object [uesrname] because:
Unable to update the password. The value provided for the password does not
meet the length, complexity or history requirements of the domain"

Question:
Is there some more settings I have to set to be able to make a useraccount
with a blank (or even a easy) password?

If this DC was upgraded from NT 4 you should check for the existence of
passfilt.dll and its registry entry. This can cause that behavior.
Removing the registry key and renaming the dll should resolve the issue if
that is the case.
