Help applying group policies to users

I have a stand-alone NT 4.0 Workstation box and with the policy editor, I was able to make it such that one user can't change the desktop, access explorer, access the control panel, etc
Now I'm trying to do the same to a stand-alone Win2k Pro machine. I've opened and messed with the Group Policy snap-in, but there seems to be no way to apply those settings to only one person or group. The only thing I seem to be able to attach it to is the Local Machine. How can I shut off the start menu, etc, to one user or group and not the whole machine

Ben,

I have not done what you are asking, but here is a way to exclude the
Administrator. My guess is you can morph these steps and do it for just one
user. Give it a read and hopefully it helps you out.
