Help and Support won't open

After clicking the Start Button and the Help and Support, nothing happens, I
can not open Help and Support. I called Dell Support and they hooked me up
with this site. I have Windows XP Home Edition

Help and Support - Start Menu Doesn't Work

Go to Start/Run and type in: helpctr -regserver

There is a space between r and - as shown and click OK
