Help and Support Online??

I am using a cable connection so am always online, but when I am using the
Help and Support feature, clicking on "related topics" it indicates that I am
not online. How do I "bring myself online" or allow Help to be connected???

If you have a firewall, I'd check its logs to see if it shows anything being
blocked at a time corresponding to when this happens. If you find no such
indication, check any security software you might have for options that
might be blocking this activity; that's antivirus, popup blockers, ad
blockers any such security related software.
