Help and support not working

Hi..

Help and support doesn't work after clean reinstall on formatted hard disk.
Clicking the links for help and support doesn't work, there's no error msg,
simply no respons at all.

The Help and Support service is started, and I've tried running
windows\inf\pchealth.inf

Typing hcp://system/HomePage.htm gives the same result, no response at all.

What can I do to get help and support going...?

WinXP Pro SP1
All updates installed from liveupdate.

Yes, I found that page, and have tried what it suggests. Still no go.
