Help and Support Center

I'm have trouble with the Help and Support Icon on the
start menu. When I click on it a error box appears that
says "Windows cannot open help and support because a
system service is not running. To fix this problem, start
the service named 'Help and Support'.
Can someone please tell me how to do this.

In the Control Panel > Administrative Tools > Services you should find
"Help and Support" among other services. Make sure that it is running.
If no, right-click the entry and select "Start".
Check the Startup type. It should be set to "Automatically" or
"Manual". If no, double-click the service name and change the setting
in the Properties.
Note: by default the service is set to run "Automatically".

bottom of window pick [extended] tab....
pick [help and support center]....

on left side of window you should have....

stop the service.
restart the service.

pick restart service.....hope this helps.....

is not started when I try to start it I get another error
message that says "Error 1083; The executable program
that this service is configured to run in does not
implement the service.

The only thing that is on the left side is start the
service and when I click it I get the same error message
that I mentioned above.

This sounds like a problem in your Windows configuration. I do not
know if this can be solved on an easier way, but at least a
reinstallation of Windows should help:
