Help and Support Center::Windows 2003 Standard not working

Hello. I have inherited a server project using Windows 2003 Standard as
Primary AD controller. I would like to use the Help and Support
features to provide end-user support, remotely (from my end connecting
to server via RDP) and then remote control the end-user via the features
offered by the Help and Support Center.

The problem is the Help and Support Center is not functional and as it
is the sole Server in my environment, I would like to zero right in on
what needs to be re-enabled without too much mucking around and possibly
causing problems and unwanted reboots.

Any suggestions out there?
