Headings with Numbered Lists-Please Answer ASAP!

I am working on an already existing document that has heading 1.0, 2.0 and
3.0 in it. I go to add a heading of 3.1 with a style of header 2. I set up
the customization in the numbered lists outline dialog box and link it with
the header 2 style. I get a heading of 1.1 instead of 3.1 when I highlight
the heading that I want to make 3.1. Then I did a little test. I set it up
the same exact way in another document and I get a heading of 3.1 so it
worked in another document. Can someone please tell me what might be the
problem? Please answer ASAP! I have to finish this document tomorrrow.
