HCT 11.2 : USB device framework test

My USB device has 2 USB product_id : one before firmware download and one
other after firmware download.
It is a bus powered device.

When I run USB device framework test from HCT 11.2, it fails and I'm afraid
the reason is that after some USB reset, the device answers with a different
product_id than before...

the log says : "Initialization - A device was not found. Please make sure
you have one plugged in".

Can anyone advice how to apply for WHQL certification with such a device ?
