have to switch ps on/off on back to boot system problem

I was reading about this problem, here I think, a while ago because one I
got from the dumpster and gave to friend has the same problem.

Two days ago I was over his house and swapped out the
pc100 memory and replaced it with pc133. I was fishing around in the bios
for a frount speed bus setting, etc, and didn't find one, but i found a
switch for "optimizing all settings," along with a warning about instability
issues, etc.
So, what the heck, let the good times roll.

He called me last night and said not only is the machine a lot faster than
before, now it also boots normally.

???

some power management setting that was changed by your setting the
'performance' defaults would be my guess
