"hardware monitor found an error"

I've seen some posts about this issue, now I have it.
My first signs of trouble were my pc recently started going into hard
locks while in Windows. For whatever reason, it always seemed to be
while Media Player was on, but has locked up in Outlook.

After this occurred, Sometimes the system would hang on the Windows
2003 splash screen and I'd just need to keep trying. Sometimes it would
come back up after a 30 minute wait, sometimes a couple hours.

The item in red on my A7V133 board is +5 voltage. The numbers 4.48 are
in red.

Is it safe to assume the hard lock and this message are related ?

I'm curious if anything I've mentioned means I've fried my board, or
maybe something like a new power supply will fix.

Suggestions appreciated...

The 5V supply has dropped beyond the 10% tolerance, although
by only just a little bit. Might be enough to result in the
hard lock, however. Would not hurt to replace the PSU with a
more powerful one and, perhaps, also better regulated.

4.48 volts on +5V is way too low. Sounds like your power supply is
faulty or inadequate.
